She said the proposal would affect inside millage for many local taxing districts and that the timing could create cash‑flow challenges if replacement revenue mechanisms (the bill would permit local governments to consider sales tax changes, which require voter approval) are not immediately available. Davies also said most levy recipients would be impacted except libraries, and she urged continued county coordination with the County Commissioners Association of Ohio and the auditor’s office to quantify local impacts.
