County parks projects move forward: Camas Meadows near completion; Plants Ferry to expand to three lighted synthetic fields

Spokane County parks staff briefed commissioners on June 17 about near‑term milestones for two park projects: Camas Meadows and Plants Ferry.
Doug Chase said Camas Meadows is on track for late‑summer completion and that a 10‑foot paved pathway across Melville will link the park to adjacent neighborhoods. "We're looking at late summer, early fall," Chase said when asked about a completion window.
On Plants Ferry, Chase said the county had secured an additional $1 million in state capital funds and will use previously committed county funds to expand the project scope. He said the extra funds will allow the contractor to build three synthetic turf fields, full illumination, added parking and irrigation enhancements that reduce long‑term maintenance costs. Chase explained that completing all three fields in a single construction package also optimizes earthwork and grading so the fields sit at the same elevation rather than adding later phasing complications.
Because the county is still finalizing a formal state contract for the additional funds, staff asked the board to authorize a memorandum of understanding (MOU) that would let the contractor begin the expanded scope now with the understanding that a formal change order will be executed after the state contract is in place. Chase said staff expects to return in July with the formal change order once the state contract is finalized.
Commissioners discussed potential partner contributions for a pedestrian connection to Trent Avenue and asked parks staff to follow up with Spokane Valley about possible cost participation. Commissioners did not record a formal vote during the briefing; staff requested authorization for the chair or CEO to sign the MOU so construction can proceed without delay if the board agrees to that path.
No formal procurement action or change order was approved during the meeting; staff said they will return with contract documents and a formal change order request after state funding paperwork is completed.
