Elmsford officials say new tax bills mailed June 1; online payment portal delayed

A speaker identified in the transcript as Speaker 2 described the redesign as a modernization effort and said the bill now includes more information and a "bank code" field to indicate whether a mortgage company will receive the bill. "There is a place where it says bank code on it, and if that's blank, then it doesn't go to a bank," Speaker 2 said, adding that the change means homeowners and mortgage companies will each receive copies when applicable.
Speaker 2 said staff set up a lockbox for mailed payments and opted not to rush the online portal launch because it was not ready. "We could have rushed and possibly had it for June 1, but it wasn't the right thing to do because it wasn't ready," Speaker 2 said, and thanked staff members Antoinette, Anna, Neil and Mike for their work on the project.
Officials said the tax-bill process now relies on third-party vendors for printing and mailing; the village no longer prints or mails bills in-house and does not pay postage directly. The speaker said three different programs/vendors are involved and that staff worked to minimize errors before mailing.
No motion or vote was recorded on tax billing in the work session. Trustees invited questions and said staff would field follow-up inquiries from residents about the new format and payment options.
