San Benito CISD authorizes administration to explore Moat KC interlocal financing for summer facilities projects

The San Benito CISD Board of Trustees authorized district administration on May 14 to enter discussions with the Moat KC Interlocal Cooperative for Integrated Efficiency to explore financing for several proposed facilities projects.

Superintendent Perez asked the board for permission to begin negotiations and pricing discussions with the cooperative; the board approved that request by motion. The administration said the cooperative offers low-cost, multi‑year financing for construction-related projects and helps coordinate vendor procurement.

Perez told trustees the district is considering a set of projects to address safety and deferred maintenance needs: replacement of the Bobby Morrow track because of wear that has injured students; completion of a canopy project at Veterans Memorial Academy; upgrades to stadium lighting; evaluating air‑conditioning or other improvements in elementary gyms; and replacing or repairing the stadium scoreboard. Perez said the cooperative would help identify vendors, bundle projects and provide a loan with terms the administration described as roughly 7–10 years at about 0.5% interest plus administrative fees for processing.

Board members asked clarifying questions during the discussion and the superintendent emphasized that approving discussions did not authorize spending; any specific project contract, procurement or financing agreement would be returned to the board for formal approval.

A motion to permit administration to pursue talks with the cooperative passed after a motion by a trustee and a second; the meeting record shows the board approved the request and directed administration to return with specific proposals for formal board action.
