The Guthrie City Council unanimously approved an amendment to the special use permit for a bed-and-breakfast at 201 North Thirteenth Street on June 17, removing a zoning condition that prohibited receptions and meetings while staff set a maximum occupancy of 28 people.
City staff had continued the item from the June 3 meeting and reported that, after review of available information, “staff determined that the maximum occupancy is 28 people,” City staff member Mr. Casey said during the hearing.
The change eliminates condition No. 4 from the permit, which had stated that receptions, meetings and parties were not allowed for a bed-and-breakfast in the R-1 single-family dwelling district. Council discussion clarified that the amendment does not authorize outdoor receptions: the council and planning staff noted the revised permit allows indoor gatherings but prohibits outdoor events that would function like a reception center.
Council members and residents raised parking concerns during the discussion. Staff told the council that off-site parking would remain the responsibility of the property owner rather than the city. One councilmember said neighbors should rely on the owner to “be a good steward” and follow the representations made to the council; however, that remark was not entered as a formal condition.
Staff also reported that an alleyway easement near the property had been vacated, which adds an additional informal parking area roughly 10 by 24 feet, and that the property owner had indicated he could provide on-site parking. The council noted that the city’s zoning code defines group reception centers separately; applicants wanting routine outdoor receptions were advised to seek the group reception center use rather than relying on a bed-and-breakfast permit.
The council took a formal vote after the public and council discussion and approved the request unanimously. The planning case was listed as PC application 24-011 on the agenda.
The permit amendment becomes the controlling land-use approval for events at the property going forward; staff said they would enforce code provisions and the permit’s limits should complaints arise.
