Elections staff told the Cobb County Board of Elections that 35 provisional ballots remain to be processed and that 27 to 28 of those are expected to be accepted after duplication, with one provisional still pending an affidavit signature until 5 p.m., the staff report said.
Staff described an address synchronization issue between the state voter-registration system Jarvis and the county’s ePolls system that produced five provisional voters on election day. "As soon as Natalie identified the issue, she immediately emailed the secretary of state and alerted them and gave them the VR numbers of those 5 individuals," elections staff said during the meeting.
Why it matters: provisional and supplemental voters affect the final certified totals and can change turnout calculations. County staff said they will duplicate the eligible provisional ballots this afternoon, upload final complete results, and present updated totals at the board’s certification meeting on Monday.
Turnout, supplemental voters and poll operations
County staff reported a preliminary tied-out total of 11,791 in-person election-day ballots and said Jarvis voter credit now matches 11,791 for advance voting and absentee-by-mail once staff assigned provisional credit. The office identified six supplemental voters who were added to the numbered poll list on election day; three of those were at a location that opened late because they lacked poll pads.
Staff explained that supplemental voters are placed on the numbered list and receive voter credit in Jarvis even when they are not checked in on the poll pad. Two of the three non-late supplemental voters were attributed to the same Jarvis address-update issue noted above.
Risk-limiting audit and runoff logistics
The county’s risk-limiting audit is scheduled for next Thursday at 9 a.m. in the main office and will be open to the public, with eight party-designated observers allowed to move freely; a public viewing area will also be provided. County officials also said that, under current rules, the office must operate all 148 precincts on July 15 for the runoff and cannot relocate or consolidate polling places 30 days out from an election except for emergency reasons such as a building closing.

County staff said they will upload duplicated provisional ballots and deliver updated results and supplemental reconciliations at the board’s certification meeting on Monday. No formal board votes were recorded on the provisional duplications during the precertification meeting.
