Council approves professional services agreement with MSA for Hailey Street intersection project

The Decorah City Council approved a resolution Thursday to enter a professional services agreement with MSA for design work on the Hailey Street intersection (phase 2), which runs east from the fire station driveway to State Street and includes the intersection.
Staff told the council the agreement follows the council’s acceptance of a qualifications ranking on June 2 and that MSA was the top-ranked firm. City staff negotiated a scope and fee and the city engineer reviewed the proposed scope and cost. Staff emphasized the agreement’s consultant fee is roughly an 18% estimate of the engineer’s current construction cost ballpark and that the construction numbers are preliminary estimates.
Jim Holtz of MSA joined virtually and staff voiced confidence in MSA’s ability to complete design work. Councilmember Zittergruen moved the resolution; Olson seconded. Roll call was unanimous with Zittergruen, Olson, Missalinich, Chisel, Whittle, Neil and Parker voting aye.
Staff said the project will be financed by bonding and that a consultant was necessary because of the project size. The council approved moving forward with the professional services agreement so staff can complete design and take the project toward bidding and construction scheduling.
