The Southern York County School District Board of Education approved a motion to bid the district’s “greatest needs” package, which includes boiler‑room projects at Shrewsbury Elementary, Southern Elementary and (identified) Southern Bridal, and a roof plus rooftop equipment replacement at Shrewsbury Elementary.

The board authorized bidding the work as a single large project with multiple prime contractors. The district estimated the combined cost to be between $6 million and $7.3 million and said the work will be paid for from general fund balance assigned for capital projects.

The board also approved a contract with Beers & Hoffman Architects to provide design and construction‑administration services for the package. Administration said construction management will initially be handled in‑house but that the board could later hire outside construction management if the workload proves too great.

Randy Buffington, director of buildings and grounds, and other staff briefed the board on project timing and the condition of the district’s facilities. Buffington said repairs noted during recent inspections have been completed where needed and that the general contractor for the Susquehanna High School project (separately discussed) has verified leak repairs in that campus project.

Board members emphasized the projects are “the greatest of the greatest needs” and noted that proactively replacing roofs and HVAC systems has insurance and operational benefits. Administration noted the district’s insurance carrier had performed roof assessments and that committing to the work can reduce future insurance exposure and deductibles.

The board did not vote to select contractors tonight; it authorized the administration to proceed to bid, then return with recommended awards for board approval.
