Woodland Park’s City Council approved the initial posting of Ordinance 1498 and set a public hearing for July 17 on a special-use permit application from Core Electric cooperative to replace an existing 63‑foot lattice communications tower with a proposed 120‑foot lattice tower (130 feet to the top of appurtenances) at 5955 Trout Creek Road in the agricultural zone.
The council’s action moves the proposal to a formal public hearing where commissioners and members of the public can ask questions and present testimony. Staff noted the application and materials were available and that the planning commission would present detailed information during the hearing.
City staff identified the subject property by legal description in the motion: southeast 1/4 of Section 23 and that portion of the east 1/2 NE 1/4 of Section 25 lying north of Highway 24 (5955 Trout Creek Road), T12S R69W, 6th principal meridian. The ordinance authorizes the city to schedule the required public hearing for July 17, 2025.
Council briefly discussed whether the applicant had considered a monopole design rather than a lattice tower; staff responded that the applicant addressed that question and more detailed explanations would be provided at the planning commission/public hearing stage. The motion to approve initial posting and set the public hearing passed unanimously on roll call.
The public hearing is scheduled for July 17, 2025, when the council will receive full presentations and public testimony.
