Resident urges Village to abandon plan to take over regional EMS district

CJ Robinson, a Cross Plains resident and volunteer with Cross Plains EMS and the Cross Plains Fire Department, told the Village of Cross Plains Public Safety Committee on June 17 that the village should reject a proposed takeover of the local emergency medical services district.
Robinson said the EMS district was created as a cooperative among the Village of Cross Plains and the surrounding towns of Berry and Springfield and that the district agreement assigns governance and financial responsibility to the district board rather than to any single municipality. “The EMS district was not created to be absorbed or controlled by any 1 municipality,” Robinson said. “It was designed by agreement to be a cooperative effort among the village and surrounding towns of Berry, Cross Plains, and Springfield.”
Robinson urged committee members to read the district agreement and cited specific provisions on budget recommendation, municipal approval and dispute resolution. He said the EMS chief “does not control the budget” and that the agreement allows hiring professionals for financial review and lays out arbitration and dispute-resolution mechanisms if a municipality disagrees with board decisions.
Robinson warned of financial consequences if the village left the district: “If the village truly wishes to leave the district, … the village would then bear a 100% of the EMS service costs alone, losing the benefits of cost sharing and collaboration.” He also called for replacing the village’s district board representative if that person could not represent village interests responsibly, citing replacement procedures in the agreement.
The committee did not take any formal action on the matter during the meeting. Robinson’s remarks came during the meeting’s public comment period; no motion to change governance or to pursue withdrawal was recorded in the committee’s actions for this meeting.
The issue raised by Robinson centers on governance of the EMS district, budget authority and potential fiscal consequences for the village if it exited the district. The committee packet included traffic and safety materials but did not contain a motion or vote altering the EMS district’s structure at this meeting. Committee members did not make a formal decision on Robinson’s request; his statement was recorded as public comment and shared with the committee chair.
The committee may consider the matter at a later meeting if members or staff place it on an agenda for formal discussion or action.
