Sedalia — The Sedalia City Council voted to annex approximately 9.93 acres of unincorporated land owned by Autumn Creek Development LLC and approved the developer’s preliminary and final plat for property at 3503 South Limit Avenue.
Staff told the council the annexation petition was filed April 30, 2025, the Planning and Zoning Commission held a public hearing on May 19, 2025 with no objections, and the property is contiguous to the city’s limits with municipal services extendable within a reasonable time frame. The annexed property will be zoned I‑1 (Light Industrial) and included in Ward 4; the plat envisions commercial frontage along the street and residential lots behind that frontage.
Why it matters: The annexation and plat approval add privately owned land to the city limits and enable the developer’s proposed mix of commercial and residential development; staff described the action as supporting goals for more housing and dedication of public utility easements.
Details: The Planning and Zoning Commission approved the preliminary and final plat on a unanimous 7‑0 vote at its June 2025 meeting. Council approved Bill 2025‑105 (annexation) and Bill 2025‑106 (plat approval) on second reading and final passage by roll call (seven yes, one absent).
Public comment: During the public comment period, resident Michelle Abney (1800 East Harvey) urged the council to consider the effects of annexations on long‑time residents, citing rising property values and taxes and calling for more public input and protections. Debbie Covington (2601 East Twelfth) raised equity concerns about which properties receive preservation or development support.
Ending: With annexation and plat approved, the developer may proceed with required permitting and any utility extensions; staff will coordinate next steps for subdivision and service extension consistent with city code.
