The Southborough Zoning Board of Appeals voted June 18 to approve subdivision and easement plans for FD 120 Turnpike LLC and agreed to sign final mylar subdivision documents after members review and endorse them.
George (representing the applicant) reported the revised plans had expanded the easement area and relocated riprap to avoid encroaching on a 20-foot no-disturb buffer. The board's peer reviewer recommended a condition that “all grading be constructed within the easement limits and following construction, a stamped as built plan showing the easements and as built improvements be provided to the town to demonstrate substantial compliance with the approved plans.” The applicant agreed to that condition.
Board members reviewed a hard copy of the easement plan showing a proposed trail easement connecting Lot 4B to existing conservation land and an open-space parcel (Lot 4C) to be deeded to the Conservation Commission. Staff noted the easement plan as submitted lacked endorsement lines; the applicant said they would submit an updated plan with the required endorsement lines for the easement plan, and the board agreed to sign the subdivision mylar that night.
The board voted to approve the easement plan and the final subdivision plan for recordation. Roll call ayes were recorded from Doug, Jamie, Doris, Paul and William. The board and peer reviewer will require the as-built stamped plan after construction and that grading remain within the approved easement limits; staff and the applicant will coordinate final signatures and filings.
