Southborough CPC tightens application guidance: site control, eligibility timing and handbook approved

The Town of Southborough Community Preservation Committee voted to finalize the FY27 application and approved an updated handbook at its June 18 meeting, and members agreed to sharpen guidance about site control and eligibility verification for applicants.

Lisa Rocchio, chair of the Community Preservation Committee and a Planning Board representative, led the discussion on edits to the application and handbook. The committee voted to accept the application as final for fiscal year 2027; a roll-call vote recording committee members took place during the meeting.

Committee members debated whether applicants must demonstrate site control or owner permission before the CPC reviews an application. Freddie, the town accountant, said there is no statute that strictly requires site control but noted practice and practical constraints: "It's good practice to have site control and most CPCs put that in," he said, adding that without site control a project can be difficult to implement after town meeting approval. Freddie also noted that select board or property-owner sign-off is required for implementation steps such as formal bids or disposal of property.

After discussion the committee agreed to move the document language about site control (property-owner permission) into the application’s eligibility section so applicants see the requirement earlier in the form. Members asked that the application list common forms of evidence of site control (for example, purchase-and-sale agreements, options, signed letters of support from the owner, or feasibility reports) and to remove wording that treated site-control documentation as merely “if applicable.”

The historical-eligibility process was a separate focus. Committee members asked that the Southborough Historical Commission determine whether a resource is historically significant in time to inform CPC review. The committee agreed to use a consistent, early deadline for eligibility determinations: historical eligibility should be resolved in the first week of October so the CPC can proceed with application reviews and recommendations. The handbook language will make that timeline explicit.

Committee members also resolved several editorial and process changes: move the eligibility checklist earlier in the application form, clarify that the applicant’s brief project description may "guide the project summary" used in the warrant article, require clearer documentation of site control when appropriate, and use specific calendar dates in the handbook rather than relative phrasing (for example, favoring "Oct. 10" or "first week in October" rather than "mid-September").

Rocchio thanked the members who worked on the handbook and application and directed staff to post the finalized application and handbook on the town website Monday. The committee also scheduled a July 16 meeting with the town’s attorney to discuss license/usage agreements and other legal items related to CPA-funded projects.

Actions recorded during the meeting included a motion to finalize the FY27 application and a subsequent roll-call vote; the application and handbook were confirmed as the committee’s final materials for the upcoming application cycle.
