Franklin City tree advisory committee approves tree ordinance recommendations and Tree Care Manual

Franklin City's Special Tree Advisory Committee approved recommended revisions to the city's tree ordinance and a Tree Care Manual at a special meeting on June 19, and voted to forward the documents to city staff for review and onward transmission to the Board of Works and City Council.
The approval clears the draft materials for additional review by city staff. "My advice would be to approve it as it is. We'll move forward with our street commissioner and our director of planning. I'll take it to them, see if they have any changes. If they do, then I will make those changes. I will send those out to you guys once they're made," Jason, staff member, said during discussion.
Committee members approved the minutes from the May 15, 2025 meeting by voice vote earlier in the session. Later, after discussion about minor edits and next steps, the committee moved and seconded a motion to approve the Tree City ordinance recommendations and the Tree Care Manual and directed that Jason send the documents to Joanna and Brett and to relevant city staff for potential edits.
Committee members also received a brief operations update. Jason reported limited tree damage from a recent storm, saying, "Very minimal on our end. There's a few trees down. Cemetery had a tree come down." He noted that most of the cemetery work appeared to have been handled and that only a few limbs fell on Adams Street.
There were no members of the public in attendance for public comment. Committee members set the next regular meeting for July 17 at 5 p.m. The committee also noted a community ribbon-cutting for the new Active Adult Center on Tuesday, July 1, with a ceremonial ribbon cutting at 11 a.m. and public viewing from 11 a.m. to 3 p.m.
The committee's approval is procedural: committee members endorsed the draft recommendations and manual and authorized staff review and minor edits. The documents will return to the committee if staff propose substantive changes before the packet is forwarded to the Board of Works and City Council for any formal ordinance action.
