Trustees accept efficiency audit to keep option of voter-approved tax rate open

The Alamo Heights Board of Trustees voted June 17 to accept an efficiency audit produced by Armstrong Baum, a step the district said positions it to pursue a voter-approved tax-rate election if trustees choose to do so later this year.
Matt Streeter, the district accountant, told trustees the audit compared Alamo Heights to a peer group of six school districts and used 2023'24 data provided to auditors. The peer group listed in the presentation included Carroll ISD, Keene ISD, Colleyville, La Porte and Travis ISD among others, and the report highlighted differences in bilingual/ESL, gifted-and-talented participation, and teacher turnover.
Streeter said the efficiency audit is required before a district can hold a voter-approved tax-rate election and that the audit report is valid for the current election cycle only. "For this school year, if we don't do anything with the tax rate in November for election, then we would have to go through another one," he said. The board discussed timing: if trustees decide to call a voter-approved election they would need to take action at an August meeting because of election deadlines.
The board approved acceptance of the audit in one motion. Trustees did not identify a formal mover or roll-call vote in the meeting record; the chair declared the motion carried after the voice vote.
The audit will be posted with meeting materials and used by staff and trustees in any deliberations about a potential tax-rate election in August.
