The Dayton City Commission on June 18 approved the city manager’s recommendations and separately approved a $150,000 grant agreement with Dayton Children's Hospital funded through the 2023 Community Development Block Grant competitive process to support youth programming in the Burkhart-Springfield neighborhoods.
City staff described the Dayton Children's Hospital award as “a grant agreement for a $150,000 that comes to you from the 2023 CDBG competitive process,” and said the program will support tutoring, college readiness, leadership training, resiliency and suicide-prevention activities, skilled trades exposure and community-beautification projects.
Commissioners first moved to adopt the package of city-manager recommendations with the Dayton Children's item removed so that any potential conflicts could be handled separately; the package was then adopted. The Dayton Children's Hospital item was taken up and approved in a separate vote. A commissioner announced a recusal for the Dayton Children's item prior to the separate vote; at the separate vote one commissioner registered an abstention. The commission did not provide further detail in the meeting record about the nature of the recusal; no ordinance or resolution accompanying the grant was recorded at the meeting beyond the grant authorization.
On the legislative calendar, the commission completed second reading of Ordinance No. 32148-25, vacating the alley east of North Terry Street from East Third Street to the alley north of East Third Street. The roll call recorded “Aye” votes from Mayor Jeffrey J. Mims Jr., Commissioner Shaw, Bear Chow and Turner Sloth during the second-reading announcement.
The commission also presented a proclamation recognizing the Bruner Literacy Center and designated June 21, 2025, as Bruner Literacy Day in the City of Dayton. Commissioners used the meeting’s closing remarks to highlight upcoming Juneteenth observances, community events at the Levitt Pavilion and other summer activities.
Staff said they will circulate materials and memos related to the manager’s recommendations and the grant; implementation details such as contracts or grant agreements and any reporting requirements will follow regular administrative processes for CDBG-funded projects.
