Monroe County Plan Commission on June 17 unanimously continued two Holland Fields subdivision items — the Phase 2 performance-period extension (SIA-22-7) to Sept. 25, 2025, and the Phase 1 performance-period extension (SIA-22-9) to Aug. 19, 2025 — while county staff and developers resolve infrastructure deficiencies and allocation of costs for sidewalk and driveway corrections.
Staff told the commission that the developer for Holland Fields has submitted as-built drawings to the highway department for review; staff’s recommendation was to join the performance-period extension and any proposed reduction request for Phase 2 at the Sept. 25 hearing so the highway department can review installed infrastructure and updated cost estimates.
“After review, that a reduction would be possible,” planning staff said, noting only one lot remains under the Holland Fields developer’s ownership and that the county expects to consider Phase 3 in September. The commission voted 9–0 to continue SIA-22-7 to Sept. 25, 2025.
Phase 1 (SIA-22-9) is more complicated because the needed intersection and sidewalk corrections at South Walnut Street Pike and East Holland Drive involve a separate nearby project called Holland 3 Lot Minor. Planning staff told commissioners the two developers have been unable to agree who is responsible for required infrastructure including the East Holland Drive sidewalk, two driveway corrections within the three-lot parcel, a possible retaining wall, utility corrections and curb-and-gutter work into South Walnut Street Pike.
Staff reported the Holland 3 Lot Minor developer signed a subdivision improvement agreement on the day of the meeting committing to complete their improvements by June 30, 2026, although that developer had missed an earlier requirement deadline of May 30. Planning staff said the Holland Fields developer did not want to be solely responsible for the full cost of correcting the deficiencies and that sharing of cost estimates between the two developers has been delayed until responsibility is agreed.
Larry Allen, representing the Holland Fields phase developer, said the parties have made progress and that meetings among the developers and with highway staff are planned. “We really do have to kind of take these together and try to work together to come to a solution,” Allen told the commission.
Commissioners acknowledged the extra staff time the issue has consumed and expressed differing views on timelines. Commissioner David Bush called the proposed schedule “very generous,” while Commissioner Jeff Morris urged limiting extended continuances because of the burden on planning and highway staff. Commissioner Enright Randolph moved to continue SIA-22-7 to Sept. 25, 2025; the motion carried 9–0. Commissioner Morris moved to continue SIA-22-9 to Aug. 19, 2025; that motion also carried 9–0.
The continuances place both items back on the commission’s calendar to allow final engineering reviews, updated cost estimates and any requested amendments to be considered together.
