The board received the monthly Early Head Start program report and discussed staffing pay parity between Early Head Start employees and district paraprofessionals.
A staff presenter summarized the program report: Early Head Start is funded for 94 slots and had 94 students enrolled; average daily attendance was 86% and there were 10 children on the wait list as of April. “31 of the students will be transitioning out of the center,” the presenter said. Health checks were up to date at about 82% and immunizations were 100% up to date; the program meets the required minimum percentage of children with disabilities.
The report showed minimal April expenditures for the program and included SmartFusion output of year-to-date expenditures and encumbrances. Staff also reported they received a waiver for the nonfederal share for certain years and confirmed a new staff hire, Yolanda Willis, who began work and received positive reports from center staff.
Board members raised a question about pay parity for Early Head Start staff. A member said Early Head Start employees do not make the same pay as school-system employees and suggested considering elevating Early Head Start salaries “commensurate with what parapros are paid.” The superintendent (or senior administrator) responded that the district has discussed the topic and that any change in pay would not be effective until January 2026 because Early Head Start operates on a January–December fiscal year.
The board voted to receive the Early Head Start report. Staff said they will work on numbers if the board wants to pursue pay adjustments and would present figures for future consideration.
What’s next: Staff will prepare proposed numbers and timelines for any pay adjustments; changes would be scheduled to align with Early Head Start’s fiscal year and would be effective no earlier than January 2026 if approved.
