Committee sets joint review board and public‑hearing dates for First Street TIF extension

City planning staff presented a procedural ordinance to set meeting dates required under state statute for a proposed 12‑year extension of the First Street Tax Increment Financing (TIF) district. The Government Operations Committee approved the ordinance setting the joint review board meeting for July 29 at 2:30 p.m. and the public hearing for Sept. 2 at 7 p.m.
Derek Conley, who presented the item, said the process began in 2024 with presentations to impacted taxing districts and securing required letters of support and state‑level approval. Conley said the city is not taking a final vote on the extension at this meeting; the ordinance only establishes the required dates and notification process under state statute.
“This is an ordinance, proposing an amendment 3 to the First Street redevelopment plan convening of the joint review board in calling of a public hearing. So essentially, the city is seeking a 12 year extension of the First Street TIF District,” Conley said. He noted staff launched a project page on the city website and will provide additional information to council and the public ahead of the hearings.
Committee members thanked staff for the work and noted the process requires careful statutory steps. The committee approved the ordinance by voice vote; staff will convene the joint review board and publish meeting notices as required by state law.
