Commissioners approve Encompass apartment split and quitclaim deed to enable transfer of remainder of hospital parcel

Dearborn County commissioners on June 17 approved a two-step land transaction involving a parcel occupied by an apartment building previously under a long-term lease to a health provider and the planned transfer of remaining land to Saint Elizabeth.
County staff said the county holds a 99-year lease for the apartment building land (historically leased for $1 per year) and that Encompass Healthcare (formerly Community Mental Health Center in the transcript) now occupies the apartments. To transfer the larger hospital parcel to Saint Elizabeth while preserving the existing lease, staff proposed a plat that splits off the apartment parcel and a quitclaim deed transferring the split parcel to the county as a separate parcel for lease continuity.
The board approved the plat (previously approved by Lawrenceburg's planning commission and city council) and then approved the quitclaim deed as presented. Staff noted a future amendment will be required to the lease description to match the legal description of the split parcel.
Staff said recording the plat and executing the quitclaim deed were required preliminary steps to enable the larger property transfer to Saint Elizabeth while preserving the tenant's lease on the apartment parcel. The motion to approve the plat and the quitclaim deed was moved, seconded and carried.
