Plan Commission approves Microsoft-funded Lampara Creek restoration; public access limited by campus security

The Mount Pleasant Plan Commission on June 18 approved a site-plan review to restore Lampara Creek along the corridor roughly between County Trunk Highway H and 90th Street, a restoration paid for by Microsoft in partnership with private developers and consultants.
Staff member Claude introduced the project as a privately funded restoration that covers the creek corridor through Areas 3A and 3B adjacent to the Microsoft campus. Project engineer Heather Schwar of Stantec said the design focuses on stream restoration, floodplain and upland plantings and post-construction site management, and described a planting and monitoring schedule that extends into 2026. "And we want there to be fish. That's that's one of the main restoration goals that we're having there," Schwar said.
The commission and staff repeatedly noted that the corridor sits on private property between portions of the Microsoft campus and that the village retains a 75-foot easement on each side of the creek. Schwar and other staff emphasized the project is not planned as a public thoroughfare. "This is not like a public access corridor," Schwar said, while also noting the village will retain maintenance access under the easement. Staff said they will clarify with Microsoft the precise extent of public access and any security restrictions.
Project timeline provided to the commission calls for final permit issuance and construction planning in June–July, a construction kickoff in early August, in-stream work during low-flow conditions through November–December 2025, enhancement planting in spring 2026 and post-construction site management through 2026.
The commission voted to approve site-plan review SP25-07 for the properties cited in the staff report, with no public opposition recorded during the meeting. The approval authorizes the plan review as submitted and allows the project to move forward into permitting and construction coordination. Staff said they will return to the commission with any location-specific access clarifications requested from Microsoft.
What happens next: staff will finalize permit coordination, confirm the village's maintenance access under the 75-foot easement and provide written clarification about public access and security restrictions requested by commissioners.
