Subcommittee recommends amended building-permit policy allowing free youth use of schools with staffing exception

The Springfield City Building and Maintenance Subcommittee voted Wednesday to recommend that the full school committee approve an amended building-permit policy that clarifies community access to school facilities for youth-serving groups.

The change would permit youth-serving entities to use Springfield Public Schools facilities, including athletic fields, at no cost except when the event requires school personnel to be present. The subcommittee approved the recommendation by roll call vote; one member was absent.

Madam Superintendent, presenting the amendment to the subcommittee, said the draft incorporates work by district safety staff. "We will definitely be turning this over to Chief Pat Roach and Assistant Chief Rick Gorib. They've done a great deal of work on amending this building permit policy, and I believe it is ready for you all to discuss," she said.

Chief Pat Roach and Assistant Chief Rick Gorib told the subcommittee they revised the policy after earlier feedback to add provisions for nonprofit groups and a temporary insurance-waiver form for groups that do not carry liability insurance. Roach described the waiver as a response to neighborhood parents or small community groups that sometimes lack commercial liability coverage.

The subcommittee discussed making access straightforward for families. One committee member summarized: "As long as it's easier for kids to use it, I think that's the most important." The committee also clarified that the free access applies unless personnel are required for a permitted time slot, in which case charges may apply.

The vote to recommend the amended policy was made by Attorney Murphy and seconded by a fellow member; the clerk recorded Attorney Murphy "yes," Mister Gonzales "yes," and Miss Hurst absent. The measure passed on the subcommittee level and will be considered by the full school committee.

The subcommittee asked staff to return with any additional edits and to circulate the revised temporary insurance-waiver form to the committee before the full-committee vote. No timetable for the full-committee consideration was announced.

The discussion also surfaced a request from a committee member that staff provide a clearer public summary of how the waiver process will work and the circumstances under which a group would be eligible for the temporary insurance waiver.

The subcommittee adjourned after the vote.
