The grants were included in the set of first-reading ordinances read by the City Secretary and approved in a single voice vote. The motion to approve the first-reading ordinances was made by Councilman Dowell and seconded by Councilman Guerrero; the clerk recorded the vote as passed after members responded “Aye.”
The agenda listed the ExxonMobil award under Ordinance 2025-125 and the parks grant under Ordinance 2025-126. The City Secretary noted the parks department had previously been authorized to apply for the TPWD grant by Resolution 2024-196; the ordinance also authorized the mayor or designee to execute grant agreements on the city’s behalf.
Council did not discuss how the grant funds would be allocated in detail during the reading.
