School committee approves amended permit policy to expand access for youth-serving groups

The Springfield City School Committee approved an amended building permit policy intended to increase equitable community access to school buildings and fields while clarifying cost and staffing responsibilities for events.

The change matters because it removes several previously charged usage fees for groups serving Springfield youth, updates the insurance-waiver process for smaller community providers, and clarifies when the district will seek reimbursement for custodial, security or technical staffing tied to a reservation.

Assistant Superintendent Pat Roach and district staff described the policy updates during the meeting and said the committee aimed to reduce barriers for youth-serving organizations that previously lacked formal 501(c)(3) status. The revised policy sets annual permitting fees for Springfield youth-serving organizations to $0 and eliminates a prior $125 annual fee; it retains charges when additional staff are needed for setup, cleanup, custodial coverage, security, auditorium sound or turf reconditioning. The district said it built the staffing and management costs into the school department operating budget and created a permanent manager position to run the permitting program.

Vice chair Bruno Naylor asked how costs would be sustained; Pat Roach said the manager position is funded in the general fund and additional custodial costs were included in the custodial budget. Roach noted some turf and field reconditioning costs previously recovered via hourly turf fees are now into operating funds. The committee also updated the policy’s insurance-waiver provisions to allow small organizers who serve students to participate without formal nonprofit status while maintaining reasonable safeguards.

Committee members raised concerns about school buildings or principals blocking out field time and preventing community use. The superintendent and staff said the permitting authority is centralized at the district level (1550 Main Street) and that principals should not be unilaterally blocking community access; staff said they will compile schedules and follow up where internal blocking defeats the policy’s purpose.

The motion to approve the amended building permit policy was made by Mister Gonzales and seconded by Attorney Murphy. The clerk recorded the roll call as: Gonzales — yes; Attorney Murphy — yes; Collins — yes; Miss Gresham — absent; Miss Hurst — yes; Miss Bruno Naylor — yes; Mayor Sarno — yes.
