Saint Charles rescinds SKS contract, awards 2025 crack-filling work to Denler Inc. at $96,632.50

The City of Saint Charles on Monday rescinded an earlier contract authorization for the 2025 crack‑filling program and approved a new construction contract with Denler Inc. for $96,632.50 after staff discovered a bid-calculation error.

Public works staffer Peter Suhr told the council that both bids received for the program were significantly under the city's $150,000 budget, allowing the city to increase the quantity of work. "Unfortunately, when we made the calculation to increase the quantity of the work, we inadvertently changed the lowest qualified bidder unfairly to Denler Construction," Suhr said. "So we didn't realize that, this honest mistake until after city council approved that, but we're here tonight to correct that."

Suhr told the council the originally approved contract with SKS had been for about $110,000 and that both bids were roughly $50,000 under the $150,000 estimate. After discussing the error with both firms, staff proposed — and the council approved by roll call — rescinding the prior resolution and authorizing the Denler Inc. contract for $96,632.50. Council members noted the action would allow the city to get more work done at a lower cost.

Motions on the rescission and on the Denler contract were made and seconded during the meeting; the record shows the votes passed by roll call. Staff said both bidders were informed and had indicated support for correcting the administrative error.

The adopted resolution and the Denler contract are part of the city public record; the city clerk's office can provide the formal documents and bid tabulation on request.
