Lorain County approves nearly $6 million community corrections grant to expand supervision and services

Lorain County commissioners approved a grant agreement in the amount of $5,996,386 with the Ohio Department of Rehabilitation and Correction, Division of Parole and Community Services, Bureau of Community Sanctions. The grant will fund community corrections services intended to reduce commitments to state penal institutions by supervising and providing services to individuals under community control.
Joella Mitchell, director of the Lorain County Adult Probation Department, said the grant funds cover supervision services for individuals on community control, provide for cognitive behavioral programming, GPS monitoring units, and expanded drug-testing services. "This grant helps us monitor those coming out on community control supervision for felony and misdemeanors... It provides for cognitive behavior programming... GPS units," Mitchell said.
The commissioners voted to approve the grant agreement; the item was described as effective until June 30, 2027. Mitchell and board members said the funds support alternatives to incarceration and help reduce the county jail and prison populations by providing structured supervision and programming.
The county recorded the grant under the community corrections program and confirmed the award will be administered by the Adult Probation Department in partnership with the state Division of Parole and Community Services.
