Traffic study recommends converting Avenue C Southwest at Third Street signal to a four-way stop; city to install signage in July

City staff presented a traffic study and the professional recommendation from traffic consultant Kimberly Horn to convert the signalized intersection at Avenue C Southwest and Third Street to a four-way stop.
Public-works staff said the intersection sits near schools, a church and several new and planned businesses and multifamily developments. The consultant's analysis, using MUTCD guidance, concluded that a four-way stop would improve operational efficiency in some peak patterns and reduce unnecessary signal delays when cross traffic is low. Staff said the Avenue C complete-street project had anticipated a possible future four-way stop at this location.
Staff outlined a public-notice and implementation plan: install public-notice signage starting July 7, operate flashing signals beginning July 24 and run the temporary traffic-control regime for about 90 days while collecting observations before making the change permanent. Commissioners asked about parking pressures in the area; staff said they are exploring parking-facility options and will bring proposals to the commission in upcoming weeks.
No formal vote occurred at the workshop; staff presented the consultant recommendation and an installation timetable for the commission's information.
