Gary (utilities) said the city requested a time extension from the Florida Department of Environmental Protection for a reclaimed-water extension project that ties Philomar/653 to Eloise Loop and later to new development; prior delays in the adjacent development prompted the extension request and new construction bids have been received.
Staff also requested approval for an $80,300 replacement generator for an emergency bypass station at Plant 2, citing the unit's poor condition ahead of hurricane season. For Plant 3 staff described a grit and debris removal contract (using prior piggyback procurement) based on sonar inspections that identified sediment deposits; the grit removal contract is roughly $147,000 and aims to restore treatment efficiency and tank capacity. Finally, staff presented an emergency sewer repair on Lake Elbert Drive involving pipe lining of an old gravity main with a cost of about $54,000; lining is expected to provide a 15-to-20-year solution and was selected to avoid tearing up newly paved roadways.
Staff asked the commission to approve the time extension and the three repairs; no formal votes were recorded at the workshop. Staff said funding is budgeted in FY25 for the sewer repair and that bids have been received for the reclaimed-water extension.
