Staff told the commission the city issued RFQ 25-15 for design-build services to renovate the Diamondplex Softball Complex (a nearly 30-year-old, heavily used facility) and to conduct site selection and design work for a potential pickleball complex.
Andy Palmer and Julie Adams presented the RFQ results and said three firms submitted; Whitehead Construction ranked first. Staff described Diamondplex needs (field lighting, fencing, full field renovation with turf/irrigation/clay, drainage, fan area and entry improvements) and said $1,000,000 is budgeted this fiscal year for phase 1 construction, with a phase 2 request in the next fiscal year. The pickleball work is budgeted at $100,000 for site selection and initial design; future construction would be funded if and when a site is selected and design approved.
Staff recommended that the commission approve awarding the RFQ and authorize the city manager to negotiate a design-build contract with the top-ranked firm; the negotiated contract would return to the commission for final approval. Commissioners noted impact-fee eligibility: repairs to the 30-year-old Diamondplex existing fields are not eligible for impact-fee funding, while new pickleball courts (new facilities) could be funded through impact fees if they add service capacity.
No formal contract award vote was recorded at the workshop; staff recommended negotiating design-build services and returning to the commission for any construction approvals.
