Council approves right-of-way acquisitions for Pier Street sidewalk project to create safe route to Seacrest Elementary

The Arvada City Council on June 17 approved an ordinance authorizing acquisition of right-of-way and easements along Pierce Street to build ADA‑compliant sidewalks between West 60th Avenue and West 60 Fourth Avenue as part of a federally funded Safe Routes to School project.
Civil engineer Diedra Oster presented the project and said it is intended to provide a safe pedestrian route to Seacrest Elementary. The ordinance authorizes purchase of property and temporary construction easements necessary to construct street, sidewalk, utility and drainage improvements as part of Pier Street Sidewalk Project No. 19‑ST‑20 (ordinance number 4898).
Council member Rupert recused himself because of a family interest in one temporary construction-easement parcel; Council member Davis moved to recuse Rupert and the council voted to excuse him from consideration. With Rupert recused and Mayor Pro Tem Mormon absent, the council later voted 5–0 to approve the ordinance on first reading and ordered it published by title only.
Council members noted the project had been discussed for many years and expressed support for Safe Routes to School improvements.
The project is federally funded and staff said the easement acquisitions will allow construction to proceed.
