Commission defines "adjacent lot" and adds cross-street notice rule for notification purposes

The Alpine City Planning Commission on June 3 recommended that the City Council adopt a definition of "adjacent lot" for the Alpine Development Code and added a clarifying clause that, for noticing purposes, lots across a public right-of-way should be treated as adjacent.
City Planner Ryan Robinson told the commission that the code repeatedly uses the term "adjacent lot" (for example, in off-street parking and lighting sections) but previously lacked a clear definition. The commission considered language used by other cities and debated whether "adjacent" should include lots separated only by a public street.
Commissioners raised safety and traffic concerns tied to the change. One commissioner described a recent wedding and informal parking around a local concession (the Snow Shack) where pedestrians and jaywalking created a hazardous situation; others questioned whether treating cross-street parcels as adjacent would let businesses expand parking in ways that could worsen circulation or safety without adequate infrastructure.
The commission worked through several motions. An initial motion to include cross-street language failed for lack of a second. A subsequent motion narrowly carrying at first was later voided because of a quorum technicality (the commission discussed that there were only four members present and an earlier action would not carry). Eventually the commission approved language that defines an adjacent lot as "a lot or parcel of land that shares all or part of a common lot line or boundary with another lot or parcel of land," and added an instruction that "for noticing purposes, lots across the public right-of-way should be considered adjacent." The motion was seconded and passed by the members present; staff said it will be cleaned up for the Council packet.
Robinson and commissioners noted the definition is intended primarily for noticing and clarity in sections that reference "adjacent lot" (for example, lighting trespass and noticing radius). Commissioners also discussed possible follow-up code work such as specifying roads or conditions where the cross-street clause would not apply for safety or circulation reasons.
The recommendation will be forwarded to City Council for its public hearing and final adoption.
