Council approves UDOT overnight resurfacing noise exemption for SR‑9; contractor to mitigate noise and lighting

The Springdale Town Council on May 14 approved a noise‑exemption permit under town code section 4‑3‑b‑2‑c to allow Utah Department of Transportation (UDOT) to perform mostly overnight microsurfacing and road resurfacing on SR‑9 in July or August. Tom Danzy described the town noise standard, which prohibits excess noise between 8 p.m. and 7 a.m., and said the code permits exemptions for projects that demonstrate town‑wide benefit, notification of property owners within 600 feet and mitigation measures.
Justin Christiansen, Region 4 UDOT project manager, and Clayton Wilson of Stanley Consultants explained the resurfacing operation will be a mobile microsurfacing operation that requires lighting on the moving equipment and will exceed noise thresholds for those overnight hours. Christiansen said UDOT mailed notices to all residents within 600 feet of SR‑9 and provided a noise study from a comparable project in Moab that indicated noise drops to negligible levels about 100 feet from the road.
Council asked about lighting; Christiansen said lighting will be mounted on the mobile equipment and will move with the operation rather than require fixed light plants. The council emphasized the need to minimize community disruption; UDOT committed to mitigation measures and to targeted communication with affected residents.
A motion to approve the exemption and authorize the mayor to sign passed unanimously among attending members.
