Councilmembers debated whether owner‑occupancy should remain a requirement, and whether external ADUs should be required to be rented to members of the local workforce (town or park employees) to prioritize housing for seasonal and park workers. Staff noted state rules constrain minimum rental periods for internal ADUs (state law sets a 30‑day minimum for internal ADUs), and that any new workforce requirement would be easier to apply only to new permits rather than retroactively to existing ADUs.
After discussion, Councilmember Randy Aton moved to table the ordinance and charge Councilmembers Randy Aton and Pat Campbell to work with staff on language addressing workforce priority and owner‑occupancy. Jack Burns seconded. The motion passed unanimously. Councilmembers directed the housing committee and staff to return recommended language at a future council meeting.
