The Washington County Board of Commissioners approved a series of provider agreements and addenda for Children and Youth Services (CYS) that, together, authorize approximately $1,354,750 in contract amounts for foster care, residential treatment, fiscal services and community-based placements.
CYS presented the items to the board. Motions approved by roll call include: a provider agreement with Family Pathways for foster care placement ($50,000 for July through June 30, 2025), a fiscal services agreement with Donald E. Bolland and Associates ($379,750 for 05/20/2025 through 06/30/2026), an addendum with KidsPeace National Centers for residential placement and therapeutic services ($500,000 for July through June 30, 2025), a provider agreement addendum with Meraki Pennsylvania for community-based foster care services ($150,000), and an agreement for residential treatment services with New Life Adolescents LLC for at-risk female youth ($275,000 for 12/01/2024 through 06/30/2025).
All five motions were moved, seconded and approved by roll call according to the meeting record presented by CYS. The motions specify contract authorization amounts and period of performance; none of the motions in the public record stated additional county funding beyond the amounts shown.
Commissioners did not discuss program-level outcome measures or beneficiary counts on the public record during the motions; implementation and day-to-day contracting were recorded as responsibilities of Children and Youth Services and respective providers.
