Commissioners adopt consolidated plan, approve $2.5 million RCAP grant for Broadway Glass plan

The Washington County Board of Commissioners adopted the county consolidated plan for fiscal years 2025 through 2029, approved the action plan for fiscal year 2025, and amended the citizen participation plan for the Community Development Block Grant (CDBG), HOME, and Emergency Housing and Transitional (EHT) programs.
Chief Clerk presented the Redevelopment Authority's request for adoption. Commissioners voted by roll call to adopt the consolidated plan, the action plan for FY2025, and the amended citizen participation plan.
Separately, the board accepted a $2,500,000 RCAP grant for the Broadway Glass Plan project in Canton Township. The chief clerk stated that no county funds were required for the RCAP award; the RCAP amount appears in the presentation as the grant sum to be administered in connection with the Broadway Glass Plan.
Both items were approved by roll call. The adoption and grant acceptance place program administration and implementation responsibility with the Redevelopment Authority as presented to the board; the public motion did not include a detailed implementation schedule or specific contractor awards for Broadway Glass Plan activities.
The consolidated plan and action plan documents were presented as county planning documents required to guide CDBG, HOME and EHT spending over the multi-year period and for the coming fiscal year. The citizen participation plan amendment was presented as a procedural change to the community engagement rules for those programs.
