The Vineyard City Council adopted amendments to the city’s consolidated fee schedule on June 11, updating several charges including a parks impact fee and new rates for park concessions and food-truck contracts.
At the public hearing, staff explained the revisions and listed key figures: Grove Park food-truck fees for non-city events (set at $500 per month), a semi-permanent concession structure fee ($1,000 per month) and a late fee for concession contracts ($25). The parks and recreation impact fee was listed as $3,422.98 per household as defined by the U.S. Census Bureau.
A member of the public asked about the transportation utility fee (TUF). Staff said the city currently lists a TUF in the consolidated schedule but is not charging it; they further clarified that the council previously canceled charges under that fee on Jan. 1, 2020. A resident noted the original TUF passed in 2015 had a 10-year term; staff said any future consideration of a TUF would require a new study and separate public process before the council could impose it again.
The resolution to adopt the consolidated fee schedule amendments (listed in the meeting as resolution 2025-29) was moved, seconded and approved by roll call. Council members present voted in favor of the resolution.
Staff said the consolidated schedule will be published and that impacted departments will implement the new rates for the applicable permits and services. Any future proposal to reinstate or revise the transportation utility fee would return to the council with required analysis and public outreach.
