Council members asked whether the allocation covers expected construction costs and long‑term maintenance. Staff replied that the current allocation was intended for acquisition and some early work and that the next project steps include PD&E (project development and environment) studies and engineering; those steps are required to refine construction cost estimates. Staff said state grant programs may fund construction but that any debt or credit draws would affect future debt service and would be a council decision.
Council asked staff to revisit business‑plan assumptions and ensure full life‑cycle costs (construction and maintenance) are incorporated into future CIP years if grants do not cover them. No formal commitment of construction funding was made; staff noted construction costs remain a preliminary estimate until PD&E and engineering are complete.
