Staff said state grant programs may fund construction but that any debt or credit draws would affect future debt service and would be a council decision.
Council asked staff to revisit business‑plan assumptions and ensure full life‑cycle costs (construction and maintenance) are incorporated into future CIP years if grants do not cover them. No formal commitment of construction funding was made; staff noted construction costs remain a preliminary estimate until PD&E and engineering are complete.
