Commissioners approve updated joint powers agreement for Region 1 Homeland Security

The Houston County Board of Commissioners approved an updated joint powers agreement (JPA) for Region 1 Southeast Minnesota Homeland Security and Emergency Management.
Mark, who presented the agreement, said the JPA covers 16 counties and includes the city of Rochester and Prairie Island Indian Community. He said the agreement had been reviewed with assistance from a senior attorney in the Olmsted County Attorney's Office and circulated to county legal authorities for comment.
Among the updates, Mark said the region will own certain equipment acquired with grant funding and the region — not individual counties — will insure and manage that equipment to relieve the burden on each county. He listed examples including mobile light towers, camera towers and a trailer with training equipment such as simunition gear.
Commissioners moved and seconded approval; the motion passed by voice vote. Mark noted that signatures will be required from specific county officials following the vote, including Sue and the county administrator.
County staff said the updated agreement will be reviewed every calendar year ending in 0 or 5 going forward—effectively a five-year review cycle. The county attorney reviewed the draft and “didn't have any issues,” Mark said.
The JPA authorizes the region to manage shared equipment and training resources and clarifies cost and insurance responsibilities among member counties.
