Staff cautioned that both structures are on the city’s list of historic structures and that demolition requires a public hearing before the Historic Preservation Board; council retains final decision authority on certificates of appropriateness. Mike Fiegel of Community Development explained that the Goodbread structure remains designated but lost eligibility for some funding after being moved from its original location, which is why it appears as a budget line item.
Council directed staff to move forward with whatever steps are necessary to schedule the historic‑preservation hearing and to bring options back to council in the public meeting portion; staff noted separate certificates of appropriateness will be required for each structure and that council could consolidate related actions into a single green sheet for direction.
