The Spanish Fork City Council approved an amended development agreement that will govern the Villas at Annie’s Acres, a planned senior community limited to residents 55 and older and comprising 103 units.
Vaughn (city attorney) and staff described the amendment as replacing the prior Annie’s Acres agreement and incorporating the final plat conditions required by the city. The agreement confirms landscaping standards, amenities, a clubhouse and pool configuration, perpendicular parking areas, and grants an easement on a city‑owned parcel at the project entrance to permit an entry monument sign; in exchange the developer will maintain that parcel and the sign.
Staff and the developer’s representative also confirmed access and drainage details on the record after an adjacent landowner raised concerns about equipment access for grading and about a drainage pipe; staff said the project’s drainage and construction access plans provide multiple drainage paths and allow equipment access as required for construction.
The council moved and adopted the amended development agreement on a unanimous roll call vote.
