Engineer: Northland Boulevard reconstruction moves to new pavement; public survey open for Northland–Kemper design

Springdale’s Northland Boulevard reconstruction has moved traffic onto newly paved lanes and will remain under a maintenance-of-traffic pattern for the coming months, the city engineer told council on June 18.

City Engineer Riggs said the contractor shifted traffic onto new pavement on June 10 and that construction of the opposite side of the road will continue; the scheduled completion date for the overall project is August 2026, with most roadway work targeted for completion by the end of the year and landscaping and final surface work to occur in spring. He also reported that the Northland and East Kemper intersection realignment and shared-use path (Northland Phase 2) is under design and that a project website and an online survey went live June 10 to collect public input. Riggs said there is no formal in-person public meeting for the project, so officials expect the online survey to be the primary feedback channel.

Riggs added an East Kemper improvements project is in a similar phase and that project materials and a survey will be posted later in the month. He further reported the Springdale Industrial Park concrete repair and catch basin reconstruction plans are advancing, with comments returned from public works on June 13 and a planned bid advertisement in July for an August award.

Why it matters: the Northland project reconfigures traffic patterns for a frequently used corridor and adds facilities intended to improve multimodal connections; public input submitted through the online survey will inform final design choices.

Councilors were asked to share the project website and encourage residents to use the survey to provide input. No formal action was required at this meeting beyond the engineer’s project update.
