The Cumberland County Board of Commissioners approved a block of contracts, addenda and a memorandum of understanding covering aging and community services, children and youth services, human resources insurance renewals, an enterprise resource planning digital-signature agreement and a conservation construction addendum.
Kim Linton, director of aging and community services, presented contracts that included American Sign Language interpreter services, additional state food purchase funding distributed through the Central Pennsylvania Food Bank, a comprehensive care connections addendum that pays $100 per completed evidence-based program instance and an annual information-technology subscription for senior-center check-in and Copilot community services. "It's our annual subscription... for our check-in at the senior centers and agency and administration," Linton said.
Jamie Ryberg presented seven children and youth contracts, including rate increases for several out-of-home placements and new or amended shelter and preventative-aftercare services. Ryberg said increases ranged from about 1.19% to roughly 9.09% for certain providers, that Pathways Adolescent Center's newly added shelter would bill $615 per day (below the state maximum), and that the YWCA of Carlisle's per-diem increase to $31.30 reflected a broader rate change set by its oversight coalition; the YWCA's county maximum annual payment remained $7,000.
Stacy Snyder presented a memorandum of understanding with the Cumberland County Library System to replace the 2015 MOU and prior commission grant MOUs; Snyder said the library board had reviewed and approved the revised MOU. Robert Barnard asked the board to approve a three-year, $10,108.80 contract with DocuSign to enable digital signatures in the Infor CloudSuite contract management module; Barnard said use beyond contracts (for example, HR onboarding) had been discussed but not yet adopted.
Human resources director Holly Sherman reported a five-year third-party administrator contract renewal for workers' compensation with a 7% increase and a property and liability insurance renewal that raises the annual premium about 20% to $981,360 effective July 1. "This is a significant increase in insurance," Sherman said; commissioners thanked her staff for thorough work and discussed pursuing additional vendor options for future renewals.
Miranda Milton presented several amendments and a long list of early-intervention providers for MHIDD, including both increases for some providers and decreases for others based on current-year service levels; Milton noted the increases were state-funded and that contracts might need revision if additional services become necessary. Elizabeth Grant presented an addendum increasing construction costs by $5,500 for the Middle Spring Creek Stream Restoration at Branch Creek Children's Park, bringing that project's county-funded total to $47,500 and noting the increase would be paid from DEP Clean Water Countywide Action Plan 2025 funding. The board approved the block of contracts and amendments by motion and voice vote.
The meeting record shows the items were presented and approved in block; commissioners did not request separate roll-call votes or detailed contract documents during the meeting. Several presenters cited funding sources (state allocations, DEP Clean Water funds, and capped county contributions) and service-level reasons for rate changes.
