Council committee forwards lease to allow city to operate Jackson Lick Pool while subdivision and acquisition work proceeds

The Parks, Recreation and Enrichment Committee forwarded a resolution authorizing the city to negotiate and enter into a lease agreement with the Harrisburg School District for the portion of land that houses Jackson Lick Pool while the city completes subdivision and acquisition steps.
City solicitor (Mr. Grover) and administration staff said the pool site had been identified as school-district-owned property during a grant process and the district informally agreed to transfer the parcel for $1. The school district requested a short-term lease to cover the period while the city completes a subdivision plan and survey to draw the new boundary lines. The solicitor said the city will pick up the cost of the subdivision plan and retain outside real estate counsel and surveyor to negotiate the precise new boundary so utilities and responsibilities are clear.
Deputy Director Ross and Parks Director Baker (present) said the lease would give the city the certainty needed to proceed with planned improvements and to pursue grant funds and renovations. Council members noted it would also allow work on Jackson Lake and make grant funds easier to use once ownership is clarified.
Council moved Resolution 43 to the next legislative session agenda for formal vote. The committee said the long-term goal remains acquisition of the parcel from the school district, but the lease addresses interim liability and operational responsibility while subdivision and acquisition documents are completed.
