South Charleston council approves fire-pumper purchase, Park Place change order and insurance package

The South Charleston City Council on Monday approved several finance committee recommendations including the purchase of a new fire pumper, a development change order for Park Place and the city’s property, casualty and liability insurance package.
The council voted to accept the finance committee’s recommendation to award a government-contract purchase to Atlantic Emergency Solutions for a Pearson Forcer pumper at $1,709,307, to be paid from fire department line items. A roll-call vote recorded all members present voting yes.
The council also approved a change order for site development on Park Place Parcel 1A to JF Allen for $1,085,536. City staff and the project engineer, Atesta and Associates, told the council the funds for that work will be provided by the developer on a 100% reimbursement basis, and the council authorized city officials to execute related contracts and documents.
Separately, the council accepted the finance committee’s recommendation to award the city’s property, casualty and liability insurance package for fiscal year 2026, with a total cost cited in the committee’s motion as $498,645 and to be paid from FY2026 funds. The motion passed by roll call with affirmative votes from all members present.
The council also approved a resolution authorizing payment of invoices related to design, construction and other services for the Liberty Street lift station rehabilitation project. City staff noted one additional invoice may remain to be paid under the project.
Council members who participated in the roll calls included Councilman DeFilippo, Councilman Spurlock, Councilwoman Walker, Councilman Strider, Councilman Lillie, Councilman Reimer and Mayor Mullins. The motions for these items were presented as finance committee recommendations and received seconds as recorded in the minutes.
Staff said the vehicle and project procurements are within budgeted line items or will be reimbursed by developers; council members did not request additional financial contingencies during discussion.
The approvals clear the way for the advertised fire apparatus purchase, continued work at the Park Place site, payment of lift-station invoices and the city’s insurance coverage for FY2026.
