The administration committee forwarded a resolution authorizing the city to negotiate and enter into an access control agreement with the Commonwealth of Pennsylvania for the portion of Geiger Street between Front and Second streets.
The proposed agreement would allow the Department of General Services to assume responsibility for security and maintenance of that stretch of right-of-way to help secure the Governor’s Mansion, which state officials have already partially blocked following a recent attack. City Engineer Joel Saders told the committee Geiger Street “is a relatively unused alleyway” and that he did not see “any issue from a transportation standpoint of having that closed for a long term solution.”
A state official attending the meeting urged council support so state crews can “secure the mansion, concerning what happened.” Council members asked whether the closure can be reversed if future needs require reopening the street; a councilmember said contingency language allowing reversibility is important.
Council President Hill moved Resolution 44 to the next legislative session agenda for a formal vote. The committee noted the arrangement is similar to other maintenance and utility agreements the city has with the Commonwealth and that specifics about the street boundary and maintenance obligations will be addressed in the negotiated agreement.
