The Laramie City Council on June 7 approved a contract amendment and associated budget changes for the Rotary Park construction project, raising the contract total to not exceed $2,512,626.
Assistant City Manager Feazer told the council the long-running project encountered several unanticipated costs, including running electrical to restrooms that added about $57,000, utility tap fees that had been overlooked, and redesign work to the park slide that cost roughly $12,000. Feazer said the total shortfall for the project was “about a $191,000,” and that the amendment includes a contingency to complete remaining items, primarily finishing the restroom. He told the council that once the restroom is complete the city will schedule a ribbon-cutting.
Feazer also said staff encountered smaller, site-specific fixes — for example removing weeds and rocks on a hillside — that contributed to the overrun. Council discussion noted the pace of the multi-year project and staff efforts to close out construction.
The project also received an anonymous donation at a ceremonial “golden shovel” event that Feazer said helped fill part of the funding gap; the donor asked to remain anonymous. The council approved the contract amendment and the related budget resolution by roll call vote, 8‑0 with one member absent.
What happens next: staff will finish the restroom work and complete punch-list items before opening the park. The amendment was described by staff as providing sufficient contingency to finish the remaining work.
