During public comment on June 18, Vicki Johnson told the Laguna Woods City Council she was concerned about recent immigration enforcement actions in nearby jurisdictions and urged the city to prepare informational resources and outreach for residents.
"I ask you as city council members to direct the city to provide resources to educate... residents about immigrant rights, warrants, and how to respond to ICE raids," Johnson said, citing recent reports of enforcement in neighboring cities. She suggested the city mirror Irvine’s immigration resources page, post multilingual "know your rights" cards at city facilities, engage with gate security contractors about procedures and reach out to organizations such as the Orange County Rapid Response Network and the Immigrant Legal Resource Center.
Johnson also asked council members who had supported a prior proclamation to reconsider and asked for proactive communications on social media, the local paper and Laguna Woods Television. The council did not take action during the meeting; state law prevents action on items not on the agenda but permits staff to follow up and the speaker asked staff to coordinate with private gate security and community organizations.
No formal referral or staff direction was recorded on the public record during the meeting; the City Manager indicated the council could ask staff to follow up during future agenda items.
