Planning staff said the property is currently developed for outdoor storage and contractor operations and that a 2016 code change moved contractors’ offices with outdoor storage into a different zoning category, prompting the rezoning request. Staff described the parcel as largely isolated, heavily vegetated at its edges, and within a mixed-use activity center where industrial zoning along the edge is allowed. Staff recommended approval with conditions including installed landscaping and opaque slats prior to issuance of any occupational tax permit and limiting reductions to what is shown on the submitted concept plan.
The applicant explained the concept plan would remove certain auxiliary structures, abandon an interior lot line, add parking adjacent to existing buildings, and preserve perimeter vegetation. Staff said opaque slats on a main-link fence plus a 10-foot landscaping strip would satisfy buffer requirements along the northern perimeter where a shared driveway makes a standard buffer impractical.
A motion to recommend approval of rezoning (file RZ25-06-07) and a separate motion to recommend approval with conditions of variances (file VA25-06-01) carried, and the items will be forwarded to the County Board of Commissioners for final action.
