He told the council the department runs payroll, vendor payments and onboarding systems and is focused on "responsible choice of an AI system" to increase staff capacity and to centralize city data so "department heads, all of us, can make better decisions." Neil added the goal is to build a technology operation that is responsive to constituent expectations shaped by private-industry services.
