The Shakopee City Council on June 17 approved an amendment to a contract to engage Miller Dunwoody Architects for design services on two historic buildings included in the city's capital-improvement plan. Council discussion focused on the scope of work, the project's place in the CIP and whether large rehabilitation costs are appropriate for structures with low assessed values.
City staff said the contract amendment covers design-phase work; the architect was selected for experience with historic buildings and staff noted coordination with the State Historic Preservation Office is required. A councilor asked whether the contract cap covers structural elements such as trusses and beams; staff replied that the current amendment covers architect and engineering design work only and that construction costs will be addressed in later phases and budget requests.
One councilor expressed reluctance to approve large expenditures on properties with relatively low market value and said they would withhold support if construction-phase costs grew significantly. Staff said the CIP for the two buildings is "just over a million dollars" and that the architect was chosen for its track record on historic-property projects.
The council moved, seconded and approved the amendment. Staff said the engagement will include historic-preservation coordination and that future approval steps will include review of construction estimates and any additional funding requests.
